If he ever wants to start which is the best way to get that type of backup money he needs more playing experience. So I do think his best move is to play two more years, than try and make an NFL roster where he might carve out a Taylor Heinieke type role on a team like the current New York Giants who used a high pick on a QB who really has not panned out type of thing.

Chris Streveler who was an average at best CFL guy....gets 900K a year as a gimmick type QB.
That was after playing 2 seasons in Arizona....attempting 25 passes during that time.
Rourke, if he keeps this kind of season going, will easily command double that to sign a deal down there.
There is a dearth of QB play in that league as much as there is in Canada.
