I think he's only meaning that Monahan's contract wasn't the second largest contract. And while he's sort of correct, it's because of Tkachuk not Iginla. The largest contracts given out by the Flames are technically:

Huberdeau (84)
Tkachuk (76)
Monahan (45)
Gaudreau/Giordano (41)
