The success of junior hockey relies a lot on a certain image and standing in communities around the country. It's not just putting butts in seats but these kids move around the country and live with billet parents who dedicate time and money to basically help kids develop their skills. There's a whole weird ecosystem around junior hockey that you don't see a lot in other major sports.
It would be a bad look for Hockey Canada if the entire system that requires a lot of trust and support from the public is seen to be pumping out sex offenders at an alarmingly high rate.
