All I've been able to find is the 2018 incident included that Hockey Canada hosted a party and supplied free booze to the perpetrators, who then took a girl back to a hotel room. I can see that being a foundation for liability.
But if some of the incidents involve a player of a junior team and there was no connection to a Hockey Canada event, what is the nature of the liability? It seems like the reasons for Hockey Canada paying out haven't been made public and it makes it hard for that reason to evaluate the questions the MPs are currently asking.
It all seems swept under the rug, which is troubling.

To avoid what is happening now from happening? I.e. keep the stories out of the news.
