I spent a lot of my September and October weekends teaching recertification clinics to kids either starting out or early on in their refereeing journey. HC's focus is absolutely on the grassroots game, especially on the officiating side.
The shadowing program is a recent development (in the past 10 years or so) where a guy like me would get on the ice in a tracksuit to help kids just starting out during their first or second timbits game. Last time I checked, there is no Timbits AAA league in existence, hardly elite hockey.
The big goal for new officials is to get them through the first year and have them come back for a 2nd year. All it takes is one bad experience for those kids to be turned off and never set foot on the ice again.
