$4.2M is the top of the compensation where it only costs a second round pick, which Calgary has.
Kakko is 21, I would offer a bridge deal of 4 years, taking him to 25 at $4.2M. It would be very hard for NYR to match, and if they did they would be scrambling. Kakko won't see anywhere near that bridge with New York.
Kakko is a high energy, high upside player. Chances of him reaching that potential is still very good, and he has not meshed well with the Rangers coaching staff.

Tre should call them up and say,"Just want to give you a heads up-we are planning on offer-sheeting Kakko. We wanted to give you an opportunity to trade either him or Kravtsov to us, in order to avoid any unpleasantness."
Can't see the Rangers letting him go without matching.
