I think there is a misunderstanding.
I know the Flames would give him permission to talk extension, but I was wondering if he "needed" permission to talk to other teams at this point, or if being an RFA, he can talk to anyone without permission still.
It changes the dynamic a lot of Treliving works out a deal with NJ for example, and then gives permission to Tkachuk before finalizing the deal to talk to that one team, and only that team. If Tkachuk was given permission to talk to any team on his list, or if any team could approach him before a deal is worked out, that could kill a deal as Tkachuk could change his mind.
