Why does the CBA limit players from agreeing to an extension with a team they have a contract with already, arbitration or not?

Tkachuk can agree to-day to an 8-year extension because he's currently under a 3 year contract. Once his arbitration contract gets settled, he won't be able to agree to a longer extension until Jan 1.
