We'll its a whole new platform, using more modern technology, so of course they're going to do a test trip with dummies on board and not risk human lives on a untested rocket.

These are extremely complex machines, where even a mis aligned bolt can cause a catastrophic failure with next to no hope for rescue.

They're not just going to jam three guys in and fire them to the moon because it worked in the late 60's.
