He can only sign a 7 year contract with his traded team. The new rule, the Karlsson rule pretty much, allowed for Stone to be signed because of MoU change 66.
Previously the Sharks obtained Karlsson in October who had one year left on his deal. He could not be signed to an 8 year contract until after the deadline by the Sharks. The new rule allows for traded players with expiring contracts after the season to be signed to 8 year contracts (if acquired before deadline). So Stone, or had Gaudreau been traded last off-season the acquiring team could have immediately signed him to an 8 year deal.
Tkachuk is not signed, so the only team who can offer him an 8 year old deal is the Flames, at least until January 1st if he signs a 1 year contract.
