Tanking will only get it 3 or so top 5 picks. Then you have to do the rest through good depth drafting, trades, free agent signings, and asset management.
A future Flames tank would look a lot more like their previous rebuild then the Oilers tank job.

Which is fine because I'm far more confident they find better players in the top 5 of the draft than in the 12-22 of the draft. And if you're proactive hopefully your depth makes up for your lack of superstars if you don't find them. No strategy is a guarantee but I'd rather play the odds.
