If the person accepts a deal they can’t negotiate is true all the time.
But there was also nothing preventing the Flames from offering Tkachuk 9M/year in perpetuity until the season starts either while they negotiated in good faith on a longer term contract.
So if Tkachuk was going to accept the QO, yes it increases negotiation period. If he wasn’t, it limits it from infinity to a couple weeks. But if he was going to accept it, he could have accepted it yesterday too.
