Actually the way I read it is the arbitration allows the Flames to offer 85% of last years salary which would be the lowest award an arbitrator could do. So this typically is done if a team feels the player is overpaid, unlikely in this scenario however does allow the flames to be under 9. This could also mean they knew he was intending to sign the QO and walk in a year or sign an offer sheet forcing their hand. I think the Flames said #### it and took back control to some extent.
