Take Mangiapane for example he scored 35 goals, but his qualifying offer is only $2.45M. If he and the Flames can’t come to an agreement about his worth they can seek a 3rd party to help them resolve the issue. He could go to an arbitrator and argue that other players who produce the way he does make $6M, the Flames will argue that based on the previous years he’s only a $4.5M player. Eventually the arbitrator will give him a 1 yr $5.25M contract and everyone will be happy. The player just gained $3M and the team still gets to keep a valuable player.

The other thing arbitration does is put the flames "on the clock" if they want to negotiate a longer term deal. I think something just over 5M AAV on a 4 or 5 year deal probably is the compromise
