Don't spend any time thinking about the qualifying offer. It's just paperwork a team needs to file with the league to keep their RFA rights to a player. It's not a serious contract offer to the player.
The only reason people are talking about Tkachuk's QO as an option is because the way his last contract was structured, he needed to be qualified at $9 million, which is a lot of money. But really, even for him, the only reason he would think about signing the QO would be if he really wants to leave Calgary and Treliving refuses to consider trading him. The better option for him would be to ask for a trade to a team he's willing to sign with long-term. If he's dead-set on leaving Calgary ASAP, that would be the best option for the Flames as well.
