As others have mentioned the qualifying offer is calculated based on the player’s previous contract. Meanwhile, the one or two way contract depends on the games said player played over the last season, and 3 seasons in aggregate.
The qualifying offer must be made by the team in order to keep the player as a restricted free agent. If the team doesn’t qualify a player he becomes an unrestricted free agent. If you would like more information
