CGY would be insane to match a 1 yr offer sheet. It would definitely be a bit of a gamble on MT's part, but I don't think there is any chance it happens, anyways.

If a team tried to do the "handshake deal" with Tkachuk, he could still renege on the handshake and go UFA. So the team could pay offer sheet compensation and not have Tkachuk long term.

If Tkachuk won't put pen to paper on Jan. 1 they could still trade him before TDL and recoup assets. Injury would be the big risk for all sides, but injury risk exists everywhere anyways.
