Difference between Kotkaniemi and Tkachuk is that Carolina still had control after because he was still RFA.
If a team tried to do the "handshake deal" with Tkachuk, he could still renege on the handshake and go UFA. So the team could pay offer sheet compensation and not have Tkachuk long term.
On another note, if Tkachuk is considering long term offer sheets, that means he is okay with staying in Calgary long term because he is willing to accept that Calgary might match.
