Not surprising. I believe Tkachuk and Phillips are the only other RFAs who are arbitration eligible.

Each would have his own reason to not file: Tkachuk to keep open the possibility of signing an offer sheet, Phillips because he isn't likely to be awarded more than a league-minimum contract anyway and would likely prefer to negotiate his own deal that pays more guaranteed money and increases his chances of a call-up.


Mangiapane and Kylington are not likely to receive offer sheets, and they're likely to be awarded significantly more than their QOs, so there's no real downside for them to file.
