They weren't runner up on any of Tanev, Markstrom, Coleman, Neal, etc.
The idea that being involved in trades/ufa discussions and then missing out being a bad thing is flawed.
Worst case it might mean your rival has to pay more (see Eichel and Vegas), best case you actually end up with the player in the end.
Columbus fans have had the same criticisms of Jarmo - and look it worked out this time. Lots of teams appear like they didn't even make an offer to Gaudreau because "he'll never come here".
Jarmo easily could have sat on his hands and done the same thing, but nope he sent over an offer. And look it actually worked out for him this time.
Being active and missing out is the much better alternative than just not trying at all. Honestly not even trying or sending over an inquiry is just being lazy - how many times does a trade happen and you hear "I didn't even know he was available" leaked to the media from another GM - and the GM doesn't realize he's just telling on himself in that scenario.
