Perhaps they finally came to that conclusion with one or both thinking there was no way it would be matched. Then when it was Johnny and/or Meredith changed course and finally had to come clean about not wanting to stay. Cue Edwards blowing up.
In this scenario, Johnny has had is bluff about offering a road to him staying called or he's protecting his wife from the blame. Either way, he was attempting to leave in a way that didn't make it obvious that he didn't love the city enough to commit to staying 8 more years.
