This isn't quite how it works.
Tkachuk has until the 22nd to accept the qualifying offer and a one-year contract for $9 million, or he can reject it and go to arbitration, which will happen likely in early August.
He may accept the qualifying offer, but even if he's set on a one-year deal, he may want to go to arbitration and get more than $9 million.
It may be in his best interest to go to arbitration (unless the Flames trade him to a team he wants to sign long-term with).
