Then why not just negotiate a longer-term offer sheet to begin with? I get not going over 5 years, because that increases the compensation, but why only one?

Such agreements are not permitted under the CBA, so there is no way to make it binding. You sign Tkachuk for 1 year, he retains the ability to walk after the season, no matter what handshake deal you may have thought you made.
