Money is inevitably the key variable in this negotiation, but it doesn't mean highest bidder automatically wins. I doubt it's defined to specific numbers, but Johnny probably has different thresholds for what will convince him to choose a particular team/city. It's probably going to come down to a gut feel thing in the next 24 hours to compare CGY's final offer (#1 or 2 or somewhere in between) with their best estimate on which of #3-6 will come from which teams.

None of us know how much tampering happens. To whatever degree it does, I doubt any other teams have gotten remotely concrete on numbers until today at the earliest.
How much certainty is he willing to give up? Time will tell, but for ~350 days he's been willing to give up a lot of certainty...
