Without seeing all of the lists from every NHL team, I don't know how you can conclude that independent scouts are better at projecting players than NHL scouts.

Brayden Point went 79th but was ranked 31 by the CSS, ISS had him ranked 34.

David Goyette went 61st but CSS had him 13th, ISS had him 37th, Button had him 22nd and Mckenzie had him 45th.
So, it has happened a handful of times for players like Point, but how many times have these sorts of players been drafted late, and simply don't pan out? There is no guarantee at all that Goyette will even ever play a single game in the NHL.

Not one scout or scouting service had Topi Ronni going in the second round, I'm not saying he won't be a good player but fact is it was an off the board pick at 59.
Maybe we can call this "off the board," but sometimes these actually work out. I just don't think there is much to complain about here given that the Flames scouting staff has actually proven to be pretty good at handling the later rounds of the draft.
