You could argue Kylington and Granlund both "worked."
Between 2008 and 2021 they've only drafted 15 guys from overseas. 9 in the first 4 rounds, 2 of those have become regular NHLers (and 4 of them were drafted in the last 3 years, so early to say yet).
2/15 is a success rate of 13.3%
Out of 75 other picks, 15 have become regular NHLers, so 20%.
So, not terribly off the mark when you consider the fact that the 20% includes 3 top 10 picks from NA. Definitely not in "fire every overseas scout" territory.
In fact (since it's with the topic and all), if you just look at the 2nd round, the Flames succeed with 67% of overseas 2nd rounders and only 22% of NA 2nd rounders since 2008, so... y'know.
