Mangiapane has shot 17% the last three seasons at 5v5. Which is high but he's been able to sustain it for the most part for three years now. (53 goals on 310 shots)
His linemates have scored 72 goals on 1169 shots - for an abysmal 6.2% on ice shooting percentage. His assist totals would be much, much higher if there was any type of finish also playing on his line.
The goal needs to be to keep all of Gaudreau, Tkachuk, and Mangiapane IMO.

Goals need to be realistic. We don't have the cap space currently, and likely don't have the draft capital needed to move pieces to create said cap space, to sign all three of these guys. Hell, even 2 of these guys is a stretch with current conditions.
Priority wise, I am personally still favoring Gaudreau and Tkachuk. As much as I like Andrew, he just isn't a better player than these two.
But we're talking 26 million between these three wingers, at a minimum. 10 ish for both Johnny and Matt, 6 ish for Mangi.
We'd still be in trouble even if we managed to get rid of the 13 million from Lucic and Monahan without any take backs.
