I don’t think it would be anywhere near an ultimatum, but more like soft pressure :

“we’ll be exploring various opportunities throughout the draft. If a deal comes along that makes sense for the future of the team we will have to seriously consider it, even if it requires us to withdraw our best offer from you”

More to it than that and both sides would know it’s unlikely, but it’s also not a totally empty threat.
