I am not sure if this is a real retcon. Enterprise already established the gorn as a fair bit more lethal and dangerous than Kirk was shown with, of course lol. I also think there's good speculation last page as to the lifecycle of a gorn that still allows for "civilized" - sort of - adult gorn.

In TNG era, the gorn are still a very much independent civilization. Other "killing machines" also exist- the tholians for example.
