Numeris uses devices called Portable People Meters (PPM) to track it. Basically it's a little microphone that randomly selected people wear on their person at all times, and it keeps track by "listening" for code signals in the radio broadcast that are inaudible to human hearing. At the end of the day the person recharges the PPM device and it'll do a data dump back to Numeris servers for analysis.
