If your sole evidence is that players sign massive contracts quickly when they get a chance I can’t say you’ve proven the case.
Plus a lot of talk is done with permission anyway, whether announced or not. Most guys who go UFA have been essentially let go by their team. The big ones who have had failed negotiations with their teams have been pretty public about what they wanted.
