More than half the teams in the NHL finished the 2021-22 season over the cap and needed LTIR to remain compliant. Nobody has cap room, except for a handful of teams that don't have the money to spend.

The team that has both the cap room and the cash to throw around offer sheets doesn't exist. And if it did, it would be a better use of resources to sign UFAs and save the picks for the draft.
