Most people going 15 under don't act predictably because if you are going under the speed limit (In normal conditions) you are most likely scared of driving, traffic, etc and not driving confidently.
Also - Driving under the speed limit in itself is not predictable.
Going 15 over (Assuming highway driving) is predictable because most people do it - Assuming they arent passing on the right which causes the most issues of anything for predictability

Most people don’t drive 15 over. This is another myth that everybody speeds.
The 85th percentile speed on the number 2 is not 125 let alone the 50th percentile speed.
Beyond that the speed limit shouldn’t be set at the 85th percentile speed if that speed is above the design speed of the highway.
