Most people going 15 under don't act predictably because if you are going under the speed limit (In normal conditions) you are most likely scared of driving, traffic, etc and not driving confidently.
Also - Driving under the speed limit in itself is not predictable.
Going 15 over (Assuming highway driving) is predictable because most people do it - Assuming they arent passing on the right which causes the most issues of anything for predictability

But that's what I'm saying. For 15 over to be safer than 15 under, it needs to be normal conditions on the highway, that's one unique instance. You can just as easily say you're an insane person driving 45 in a school zone at pick up/drop off time with kids every and car doors opening and closing.
In general, 15 over is going to be less safe. And that's speaking as someone who can't remember the last time he drove under the speed limit in any weather condition.
