Most people going 15 under don't act predictably because if you are going under the speed limit (In normal conditions) you are most likely scared of driving, traffic, etc and not driving confidently.
Also - Driving under the speed limit in itself is not predictable.
Going 15 over (Assuming highway driving) is predictable because most people do it - Assuming they arent passing on the right which causes the most issues of anything for predictability

If somebody is passing on the right it means the guy in the left is driving too slow. The left lane guy is the ####### in that scenario. I'm tired of people victim blaming people who pass on the right - it's the guy in the left lane's fault.
