For essentially the same reason Curtis Joseph is not in: no Cups. CuJo is 7th all-time in wins, 6th all-time in games played; they have remarkably similar résumés, although Luongo's is admittedly a smidge better.

That CuJo hadn't "won anything" is the black mark against his induction, and letting Luongo in also calls into question why several guys who did win Cups and trophies were excluded, e.g. two-time Cup, Vezina and Calder Trophy winner Tom Barrasso, or two-time Cup and Conn Smythe Trophy winner Mike Vernon.

I'm of the opinion they should all be in the Hall, but there are a lot of people who believe that induction requirements should be much higher and the number of inductees much lower. Getting in as a goalie is notoriously difficult to begin with; in the last 30 years the only inductees have been Billy Smith, Grant Fuhr, Patrick Roy, Ed Belfour, Dominik Hasek, Rogie Vachon (34 years after he retired!), Martin Brodeur and now, Luongo. (And Kim St-Pierre...)
