I think that's what he is saying. If true (and that's a huge if obviously), I assume it means he's still trying to decide if he stays or if he goes.
Johnny is not going to send a counter offer and then reneg if it is acceptable. So, if he sends a counter offer, he means he 's serious about wanting to stay.
So, since I believe he's still in the deciding stage of where he wants to play, it makes sense to me he's hasn't countered yet.
