This absolutely should be the move. But the org is a vey long way from having reasonable pitching.
The ultimate problem is that Atkins and Shapiro do not have the expertise either themselves or within the organization to assess and/or develop pitching. They are position player guys, and they haven't hired the right people to handle the pitching side of things.
