My guess is that one of two scenarios is happening:
1) Johnny has told his agent that he is happy to return to Calgary and to negotiate the best possible contract for him to do so. Naturally, his agent will use that leverage to wait until closer to July 13 to finalize an 8 year deal.
2) Johnny is open to leaving Calgary, and is prepared to sacrifice an eighth year to at least see if a dream scenario is available (like PHI, or more realistically NJ).
Obviously the chances of him re-signing in Calgary are a lot lower under scenario 2; not zero but probably even odds at best.
