As far as being underrepresented in the senate, it goes BC, AB, ONT, QUE.
Your issue is less with Quebec and Ontario, and more with the other provinces who are over represented.
This is all irrelevant because the senate isn't supposed to be by population anyway. That was done intentionally.

It was more a rhetorical point that suggest that not having to worry about the policy leanings of other provinces is a luxury that not everyone enjoys.
The confederation provinces were designed from the beginning to hold unequal power, and the only reason they now hold less than they first intended , is because folks pushed against it.
I am not suggesting that Albertans, or folks for SK or Man are victims, or are suffering, but an awareness of what is happening politically out east is important based on historic president.
