Alberta, Manitoba, Saskatchewan and BC have 24 senators, same as Ontario, with a lower population in total. Quebec should have about 8 fewer.
As far as being underrepresented in the senate, it goes BC, AB, ONT, QUE.
Your issue is less with Quebec and Ontario, and more with the other provinces who are over represented.
This is all irrelevant because the senate isn't supposed to be by population anyway. That was done intentionally.
