I'm pretty pro-bike and pro-pedestrian, but I think that the "all modes" alternate plan would be better. Sure, make the sidewalks wide, have a dedicated bike lane, etc. even if it is at the expense of a lane of traffic each way.
There are better places for a park and playground than a ditch under the train tracks. Use this space as a transportation link for everyone if you're going to go to the trouble of making an underpass.
