There are a number of great players who haven't won a Stanley Cup, especially in the modern era. There are a bunch of players who win one as well when they are past their prime and are on a team as a shell of their former self. This is only going to become more common as the league now has 32 teams.
I usually give credit to those who win cups, but I don't take anything away from players who don't win cups. But we can always evaluate players based on their general effectiveness in the playoffs.
To me, the biggest parts of a "legacy" are the positive impacts on the community and the memories instilled within our thoughts.
A guy like Iginla is probably an all-time great in these regards. Even Gio was great.
