My god even the Orioles bullpen looks dominant now. They clearly don't want to spend big money on a bullpen, and I get that....but holy crap they need to get better at developing bullpen arms if they aren't going to spend money on it.

Very true. Their process seems to be: wait until it becomes crystal clear that there is a need in the bullpen, then try to acquire either reclamation projects/guys whose value has cratered. I still love the Cimber trade but the pen needs strikeout ability. I am finding the complete implosion of Richards to be particularly frustrating as he was incredible for the Jays last year. Essentially they have 4 somewhat reliable arms in the pen: Phelps, Garcia, Mayza, Romano. That is not enough. But it has been somewhat obvious that there has been in a need in the 'pen for a while now.
