Ideally yes, but they seem to be taking advantage of a fluid situation re: their injuries and retirements.
Apparently they're also exploring trading Pastrnak. Suggests the intent to retool/rebuild. If they manage to trade Pastrnak on top of their injuries and other trades, I don't see how they don't have a good shot at a high pick in an excellent year to have a good shot at a high pick.
Example of decisive, proactive management I'd say.
