12 months? That's very difficult, I think you have to look further.
Stopping or at least slowing the flow of legal firearms into hands of citizens is obviously number one, as that supply becomes a major part of the illegal gun numbers as well.
And then like MaritimeScout said, you need to move into a major buyback program.
These two things aren't going to change things overnight. But if the bathtub is overflowing, turn off the faucet and then start dealing with the overflow.
