Yea she doesn't have any menace to her at all, the Grand Inquisitor is a far more interesting villain.

MAybe, we don't know, I mean for all we know her plan is to get Kenobi so she gets a audience with Vader, and then betrays him.
Turning to the Dark Side doesn't make you Sith. In order to become a Sith you have to be accepted into the Order and receive their teachings from a Master.
Turning to the Dark side doesn't even make you completely evil. But it does compel you to look inside and only care about yourself and your survival and your craving for more power.
To put it simply, the Jedi who use the light side of the force believe that the force dictates your fate and you become its servant. The people that fall to the dark, are seduced by power, or revenge, they see the Force is something that they should use, and manipulate. That's why their power is un natural.
