No, none of what you said was remotely correct.
The border patrol agent to kill him was part of the border patrol tactical unit, their version of SWAT, and likely the reason for the wait to get them on scene and prepared. Many of the officers standing around were border patrol agents. And he was just one of many who stormed the classrooms.
