That is mostly the case now though - at least in Canada. I haven’t been to a school where any other doors besides the main entrance could be opened from the outside.
That said, I don’t think he misspoke. He is either an idiot or is doing his best to distract people from the tragedy of this school shooting by being a laughing stock.
