I've heard that Ramos got into a fire fight against the police when they arrived at the scene of him and his crashed vehicle in a ditch. From there, he was able to run to the school and then enter the school. I also heard someone being interviewed that he had heard that the police did not enter the school until 45 minutes after Ramos had entered but this person was clear to say he still needed to confirm that it was true. I've also heard that the police were initially outgunned (obviously, given the kid had AR15s), which might be why the cops needed heavier weapons before entering though I don't know what protocol is when there's an active shooter and if waiting is even an option.
